The @userRequest(reference) decorator stores both the handler
reference and the decorating metadata under this key, and
UserRequestHandler.getHandler / UserRequestHandler.getMetadata read it
back. The key is scoped to the User Request Resolution Engine to avoid
colliding with other reflection metadata.
